only banners are coming

hi guys we bought a server and we run this is first time i am working with internet host but only banners are coming the !me !killserver !restart none works all not works only banners please help

i should add in server.cfg too ? i think of course no ? or yes ?

edit i am using 0.12 beta i should use higher ?
