Wenn man aus der IP das Land herausgefunden hat, dieses irgendwie speichert und in einer Variable in der Welcomemessage ausgibt, sicherlich. Die Frage ist, wieviel Aufwand es ist, da nen Check einzubauen, der die IP beim Joinen überprüft und das Zeug dann ausgibt.

Ja, das Caching ist völlig normal, haben aber schon viele in einschlägigen SuSE-Foren nachgefragt,
glaube, es hat bisher niemanden gegeben, der das Caching abwürgen konnte, da es vom System gemacht wird.

Well, there is nothing in the Changelog beside the additonal start-parameter.
You should have written something more clear into it. And you should write that "tutorial" that is linked on the page where the parameters are listed. It has no content.
